Hoover Tower,Jane Lathrop Stanford Middle School, and Hewlett-Packard Garage ring a bell for most. Gunn High School’s namesake, however, is perhaps less well-known.

Henry Martin Gunn was born in Lexington, Kentucky, on July 7, 1898, and moved to Oregon at the age of 12. He attended the University of Oregon and received his bachelor’s and master’s degrees there, serving in the Navy during World War I in the midst of his studies. He then attended graduate school at Stanford, completing a master’s degree in education before moving back to Oregon to become a principal in the Portland school system. While taking nighttime university courses there, he met his wife Thelma Eiler, an art teacher at the time. As his reputation grew, Gunn moved into the superintendent position for the Eugene School District and then transitioned to the university level, teaching education at the University of Southern California before becoming president of Western Oregon University. After three years there, PAUSD hired him as superintendent in 1950. Gunn’s foremost priority for students in the district was to improve their standardized testing performance.

He cited the fact that PAUSD students performed well above the national average in reading,writing and arithmetic as one of his proudest achievements as superintendent. Gunn also placed special emphasis on “gifted” students, creating a new program specifically to enrich those who weren’t challenged by the general education curriculum. He experimented with new educational approaches at every level, collaborating with Stanford University to bring new curricula and teaching methods to high schoolers while introducing algebra and geometry to elementary students. At the heart of his philosophy was individuality — he encouraged teachers, students, and individual schools to take their own approaches to learning, communicating amongst themselves to find novel approaches while still covering the same basic skills.

As superintendent, Gunn still remained involved in the local community: He was president of the local Rotary Club, held a position on the YMCA board of directors, and was on the executive committee of the Boy Scouts of America. Gunn also led a group of superintendent advocates to establish a local junior college district, and successfully founded the Foothill-De Anza Community College District in 1957.

In 1964, Henry M. Gunn High School, Palo Alto’s third high school at the time, welcomed its inaugural student body. Through naming the school after Gunn, district leaders hoped to pay tribute to his service to PAUSD over his 12-year tenure. Unlike the majority of Palo Alto’s schools and public buildings, however, the school was named after him while he was still living.

After leaving PAUSD in 1961, Gunn became a professor of school administration at San Jose State University and then moved to the California State Department of Education, but remained close with the district. He was the principal speaker at the school’s first graduation ceremony in 1968, and received a distinguished citizen award from the Palo Alto Chamber of Commerce.

Gunn passed away in 1988 at the age of 90 of a stroke, leaving behind a solidified legacy at PAUSD and the Palo Alto community. Former district principal Dr. Winfield Christiansen noted that his greatest gift, one that went beyond education and schooling, was “to make people believe in themselves.”

The construction crew will move towards the final stages that include department approvals.

Starting in January 2025 and finishing in fall 2025, phase two — which is to convert the culinary classrooms in the K-building into two Science Labs — will start after the full completion of phase one and finish in fall 2025. This construction plan that began in the fall of 2022 included a major modernization of the administration office, cafeteria and exterior and interior dining halls. The A-building will house administration facilities, a nurse’s office, a multi-purpose room for teacher meetings and additional eating areas. The B-building will feature a Design Studio and classrooms and a kitchen for Culinary Arts.

With the new administration office’s “court- yard-like entrance”, Senior Construction Manager Mohammed Sedqi explains that its location was most suitable for parents’ and visitors’ way finding and staffs’ supervision.

“The best architecture is when you don’t need a sign saying ‘admin is there’. You want to just arrive at the parking lot and clearly know where it is,” he said. “The entrance is facing the parking lot, so it’s this new face to the school entrance that helps promote the sense of place at the school.”

The renovation work includes adding 8,000 square feet to the existing 12,000 square feet of building. During the process, the crew tackled challenges with remodeling an existing building, such as the absence of utilities lines
underground and older, incorrect spokes. Sedqi also said that potential setbacks in regulatory food space checkpoints will not be a major problem, ensuring a timely debut.

PAUSD Facilities & Construction Director Eric Holm describes that many tasks, including installations of electrical wiring, landscaping and planters, were allocated to start between the end of school and start of summer school to
prevent disruption during the school year. The construction team planned to repave the streets and repaint the main exit when summer school ended on July 19.

“We try to have the least amount of disturbance to students, so we use the summer to work outside of the fences of the building construction site,” he said. “So to connect the entire power of the buildings, we had to shut down the entire campus for three days.”

Sedqi expresses a similar sentiment.

“Because of the first winter storm that hit us hard, we had a challenging period with a mud pit in construction for months,” he said. “Otherwise, summer is when we make a lot of progress without things that hit a delay like interrupting school activity.”

Holm explains that unexpected changes and additions from the original plan range from environmental concern to improved technology.

“An example is that the contractor’s access to get things would end up damaging the trees because the building was too close, so we’ve made some modifications there,” he said. “We’ve also changed as a district. Gunn is one of our test cases for a new security system and camera system inside, so that all the doors are Access Reader on this building, and you won’t need any keys to get into the building.”

For future projects, Gunn may consider cross-laminated timber, a material built from sustainably harvested big wood lumber, as used in rebuilding Herbert Hoover Elementary School in March of 2024.

“The cool thing about mass timber, which is cross laminated timber, is it being the new zero carbon footprint technology,” Sedqi said. “It’s a really good direction, and if that is successful, that might be a prototype for future projects.”

For Sedqi, whose role in construction stemmed from a childhood of building Legos, he finds it rewarding to be able to connect with students and teachers, like food services and CTE Instructional Lead and culinary science teacher Cindy Peters, to execute campus facilities or that elevate each part of the community.

“I’m proud of the culinary classroom and kitchen because I have had a lot of meetings with Cindy. If you’ve been to her class, she’s been there for roughly 20 to 30 years and it’s outdated. So I like when she’s on site and says, ‘I’m happy about this. I want to teach here.’” he said. “It’s for her and for all the students. You’re gonna get some place that is
like cooking in a place that looks like a five star restaurant. It feels really good.”

While construction is continual with interior design efforts such as installing flooring, ceiling lights and kitchen equipment; painting the walls; and putting in attack panels, Assistant Principal of Facilities Dr. Mycal Hixon points out that the administration is focused on finding ways to better students’
environments and fulfill their needs.

“It allows us to continue to support students in the best, most efficient and safest way possible,” he said. “It finally allows for a cafeteria dining space during rainy day weather and is air conditioned for students to have lunch. That definitely means a lot for Gunn, while meeting all the measures and safety disciplines as best as administration
can.”

The first two alarms were set off by some kind of smoke — potentially from foods like popcorn that have activated the sensors in the past — while the cause of the third alarm remains unknown. According to Assistant Principal of Safety Dr. Mycal Hixon, the new fire panel — which was installed over the summer to provide a safety upgrade to the previous out-of-date system — is being investigated as the potential cause.

“We’re trying to work with the fire department to see if this is either a faulty alarm, a box that’s going off or if there was an actual pull,” he said. “Unlike the other days, we weren’t able to identify smoke (on Thursday), so we’re really trying to figure it out.”

These interruptions, even with the adjusted bell schedule accommodations on Thursday, impacted both student agenda and instruction time. According to history teacher Laurel Howard, she’s had to adapt to the incident in order to ensure her periods learn the same amount of content at the same time.

“(The fire alarms are) impacting my class periods in different ways,” she said. “If I’m trying to keep my classes on track with each other and one has a 20-minute evacuation, then I have to make adjustments so (the delayed class) doesn’t fall too far behind.”

Although a definitive reason for the three alarms this week is still under investigation, administration is considering whether they may be due to a potential smoking problem on campus. Hixon explained that possible administration responses may include increased student resources, increased campus security and utilizing camera footage.

“We want to make sure that we can accurately identify what the problem is so we can accurately work together collaboratively to come up with solutions,” he said. “If it’s going off because somebody’s intentionally smoking in the bathroom, that’s one thing. If there’s somebody actually doing something, we want to find what support we can provide them to help them understand that (it) is not okay.”

For English teacher Diane Ichikawa, the ambiguity of the faulty fire alarms’ has added to the confusion that undermines the trustworthiness of the campus’s safety systems.

“Because we get so many (fire alarms) that end up being either false or people perceive them to be false, they don’t take an actual emergency (seriously),” she said. “It’s kind of a ‘boy-cried-wolf’ situation.”

In response to the lack of information available, Hixon highlighted the administration’s efforts to rectify these issues.

“We will work with the company that installed the fire alarms to ensure we are trained on everything it does and why,” he wrote in an email. “We will also be more alert to our surroundings, making sure that if we see something, we say something so that we can safely get things taken care of. We will also be getting an updated security camera system.”

However, despite the disturbances these fire alarms have caused, Science Instructional Lead Dr. Heather Mellows emphasized the importance of taking evacuation seriously.

“(Evacuating) is still important because we don’t know which alarms are real,” Mellows said. “And as a science teacher, I know that sometimes the fire alarm is because of what happens in my room, and I need it to be real when that happens.”

Currently, the evacuation drill scheduled for Thursday, August 29 will continue as planned.

“I am sure students have done a great job, but just in case, there are still a few things that we need to work on and (the drill) gives us that opportunity to do it,” Hixon said.

This agreement will be voted on by the teachers’ union from May 13 to 17 and the result will be announced on May 17. It has also been added to the agenda for the upcoming school board meeting on May 21 to be discussed by the district officials and school board members, where the entire contract is slated to be ratified.

Every year, PAUSD negotiates new terms with PAEA, which represents the certified staff such as teachers, and California School Employees Association Chapter 301, which represents the classified staff such as aides and custodians. Usually in this district, negotiations end in an agreement after early discussions. However, this year, the district and union could not come to a compromise after initial negotiations, setting the precedent for the first impasse between PAUSD and PAEA.

 

A closer look at the numbers

The original proposal by PAEA included an 8% increase from the 2022-23 teacher’s salary which was responded with 2% counteroffer from PAUSD. PAEA’s best and final offer was 5.5% which is 2% higher than PAUSD’s final offer of 3.5%. The tentative agreement reached on May 6 proposes a 4% increase for this year.

According to PAEA’s website, PAUSD has significantly lower salary growth and maximum salaries than neighboring districts. Going into this year’s negotiations, PAUSD’s salary growth from 2021 to 2024 was 10.2%, compared to the 15.8% increase in the Mountain View and Los Altos district, the 15.8% increase in the Los Gatos and Saratoga districts, and the 19.0% increase in the Santa Clara School District. If the tentative agreement is approved, PAUSD’s salary increase would become 15.2% for this year.

PAUSD’s current maximum salary is $154,366, which is 24.8% lower than Mountain View-Los Altos School District, 9.8% lower than Fremont Union High School District and 7.1% lower than Santa Clara Unified School District. PAEA President Teri Baldwin stressed that this gap plays a significant role in communicating the value of teachers.

“We always want our community to know that we are trying to recruit and retain the best teachers for our students, and we’re falling behind in salary in the area,” Baldwin said. “If we’re the number one district, we should be the number one or at least close to the number one in salary in the area.”

 

Beginnings of negotiations

In the context of these district negotiations, the impasse was prompted by a disagreement from PAUSD and PAEA’s final offers regarding the teacher’s contract for the 2024-25 school year. As a result, a third-party mediator stepped in to aid both sides to come to an agreement. The mediator assigned to this case was from the California Public Employment Relations Board. According to Superintendent Don Austin and Baldwin, both negotiation teams are separated and the mediator worked with both parties to reach an agreement.

The negotiations cover a variety of topics including class size, working conditions, evaluations, and salary — the subject cultivating the most discourse. The negotiations, which happen every year between PAUSD and PAEA, are not open the public. This year, the union and district called for an impasse, prolonging the negotiations for another six months.A the school board meeting on April 23, PAEA members expressed dissatisfaction during the open forum about the PAUSD salary schedule, and their experiences in the district. CSEA 301 Chapter President Mrigendra Steiner announced CSEA’s alliance with PAEA in hopes for a quick resolution of the negotiations that honors the professionality of the teachers. Retiring Gunn math teacher Kathy Hawes spoke about her 32 years at Gunn and the salary gap between MVLA and PAUSD.

“I’m concerned that people aren’t going to stay (in PAUSD) because (I talked to) my good friend who left for MVLA, and if I was there now I’d be making 37 thousand more a year,” she said in the meeting. “I love my department, I love my collaboration, I love the people I work with, but at some point I have to think about what would that $37,000 do for my retirement? What would that do for my cost of living? Can I afford to keep working in Palo Alto? And if we lose our experienced staff, how are we going to keep our traditions, culture and history?”

Teacher librarian Daljeet Gill also compared his current position to a higher salary at MVLA, but decided to stay at Gunn because of his long term affection for the school. In his opinion, the negotiations are not just about money but about convincing teachers to stay.

“If all we cared about was money, none of us would be in education,” he said. “The people that I see on campus, this staff, is incredible. They do so much for students that go above and beyond. But the more the pay gap increases, (the more that) you don’t necessarily feel like you’re able to do these things (for the students and) support yourself and your family as easily. Maybe there’s a little bit of not feeling as valued, and that maybe you’re more valued somewhere else.”

 

PAUSD Budget Reserves

A popular solution suggested by the teachers union is to pull from the district’s large reserves to fund a salary increase since PAUSD does not have an upper limit on the reserves, and its size has increased 187% since 2021, currently containing $135 million. According to the district website, PAUSD’s $135 million reserve is 34% of its operating budget, which is two times more than the 17% recommended by experts. PAEA members made the argument that a fraction of these funds can be allocated towards teachers’ salaries. However, according to Austin, drawing money from the reserve is not as simple or advisable as it may seem.

Austin likens the reserve to a savings account, asserting that regularly drawing from it for an ongoing expense is unsustainable because it won’t replenish itself if the district spends at a deficit from relying on the reserve. PAUSD Chief Business Officer Carolyn Chow provided an example for this analogy, explaining that the reserve is used for one-time costs and budgeted purchases.

“In your savings account, you might have to (pay for) a new washer and dryer, tuition for college and a vacation, right?” she said. “Once you spend it, it’s gone, you have to resave again. So in our case, we have a whole list of things that are in the reserves. So for example, we have textbook adoptions that don’t come up every year but we have to set aside money for so in our budget, maybe every five or 10 years we try to save up for it.”

PAEA negotiations team member and Gunn economics teacher Jeff Patrick agrees that it is unwise to use the reserve funds for an indefinite amount of time, but he thinks that the analogy of a savings account isn’t accurate to this situation.

“I think it’s a sort of disingenuous analogy given that the district’s not saving that money for retirement or college expenses, whatever it is that families typically save money for,” he said. “So we further don’t understand, and I would say have not been adequately given an explanation of why the district continues to expand that reserve over time.”

Patrick thinks that regardless of how the reserve is spent, the important next step is to address how much money is being added to it.

“In my personal view, and this is reflected by a lot of people that I’ve talked to about it, (it’s like), ‘Fine, you’ve got the reserve and it is what it is, let’s (just) stop making it bigger,’” he said. “So (going forward) making sure that any surplus money that the district has gets put into compensation or something that’s going to directly affect students rather than to sit in the reserves.”

 

Public Reception

Throughout the negotiation process, PAEA has aimed to raise visibility by organizing rallies and encouraging teachers to wear their PAEA shirts on Fridays and during events to show their support for the union.

One such example is on the morning of April 30, when teachers at all PAUSD schools assembled by school entrances and held signs such as “honk for teachers” or “supporting PAEA = supporting students.” Baldwin thought this rally was a great success and received a lot of community support.

“I think it’s been great,” she said. “Students have been out here and I’ve seen them out at different sites as well. And parents seemed very receptive. And even if we aren’t asking, they’re honking and showing their support.” PAEA and PAUSD have both been committed to keeping the public informed about this process. All negotiations prior to the impasse, which must legally remain confidential, and the current proposal of the tentative agreement are published on both websites. Each website has summaries of the proposals to make it more digestible for the public, however, due to the complexity of the negotiations Austin emphasized the importance of keeping the discussion contained so that its nuances are not miscommunicated.

“(Students) can have opinions, but really, this is between two negotiating teams that have a total of 10 people (and) that’s where it should stay because it’s impossible to explain every nuance,” he said. “I have concerns about involving students in this negotiation because if the question is ‘do you love your teacher,’ I’m going to hope the answer is always yes. I love our teachers. Everyone should love our teachers.”

School Board President Jesse Ladomirak echoed Austin’s sentiment.

“If your teacher is telling you something, our hope is that you trust your teacher,” she said. “If your teacher is telling you something, we don’t have a lot of interest in trying to get you to think the other way.”

These negotiations have been the subject of many campus conversations and for good reason: PAUSD, which has never been at an impasse for teacher contracts, may be the outlier in district negotiations. According to Chow, the district and union requests were farther apart than normal this year, but mediation is a normal and helpful part of many similar negotiations.

“I’ve been in other districts where they’re at an impasse all the time, every day of the year they’re in there at impasse,” she said. “It’s just what happens when you’re negotiating and you get stuck and need a mediator and come in and help parties (with) out of the box thinking.”

Although this impasse is a rare and complex topic, both the union members and district officials are committed to maintaining professionalism and respect in the midst of this negotiation.

“If (people) take anything away (from this), it’s not a fight, it’s a negotiation process which happens every year,” Austin said. “This year, we’re bringing in somebody to help us work through the tension. And it’s all going to be fine.”

On July 6, 1925, the historic town of Mayfield —  along with California Avenue — was incorporated into Palo Alto, and the region later became known as Palo Alto’s “second downtown.” Downtown Palo Alto encompasses iconic locations such as the retro Palo Alto Creamery Fountain & Grill — formerly known as the Peninsula Creamery — the Museum of American Heritage Williams House and the Hewlett-Packard House and Garage, where tech giant HP was founded in 1939. 

South Palo Alto

South Palo Alto is home to residential areas and community centers, ranging from Eichler homes built in the 1960s to libraries such as the College Terrace Library and the Mitchell Park Library. Other key locations include the Oshman Family Jewish Community Center and Cubberley Community Center — formerly Cubberley High School, until it was closed in 1979 and later became a shared facility for PAUSD and various organizations and schools. Over the recent years, the south Palo Alto area has been attracting new residents due to its family-friendly, accessible community spaces. 

Points East/Baylands Area

In 1921, the City of Palo Alto purchased the John Fletcher Byxbee Recreation area (also known as the Baylands Nature Preserve), named after Stanford alumnus and Palo Alto city engineer Fletcher Byxbee. After the purchase, the 40 acres of the marshland was set to become a recreational area until the 1960s, when citizens advocated for a park instead. Over the years, the City has added the Nature Interpretive Center, Mundy Marsh, Renzel Wetlands and Byxbee Park Hills. Today, the preserve is a space for recreation, providing activities such as interpretive programs, water sports and golf. An area of undisturbed marshland remains. 

Stanford Area

In memory of their deceased son, Leland Stanford Jr., Leland and Jane Stanford founded Stanford University in 1885. Their 8,180-acre vineyard and farmland was transformed into the Stanford area, which overlaps the Muwekma Ohlone Tribe territory, and now includes the campus, Sand Hill Road, a portion of El Camino Real, Town & Country Village, Stanford Shopping Center and El Palo Alto Park. After her son’s and husband’s deaths, Jane Stanford continued to support the growth and development of the university area. 

University Avenue

Named by Palo Alto co-founder Timothy Hopkins in 1889, University Avenue extends directly to Stanford University’s Palm Drive. Several landmark buildings remain, including the Squire House, the Forbes Residence and the Stanford Theater — an architectural treasure known for its iconic marquee and lavish vintage furnishings. Over the years, businesses have been continuously established on University Avenue, and it continues to be an emblem of Palo Alto and its culture.

Lucie Stern Community Center area

Levi Strauss’ widowed wife and heiress Lucie Stern, also known as Palo Alto’s fairy godmother, established and financed community-center building projects nestled in the area north of Old Palo Alto in the corner between the intersection of Embarcadero Road and Middlefield Road. These include the Lucie Stern Community Center, Children’s Theater, Children’s Library and Palo Alto Junior Museum & Zoo. Other locations in the area include the Palo Alto Art Center — originally the City Hall — Christmas Tree Lane on Fulton Street, Duveneck Elementary School and the Rinconada Pool. The community-center area offers a place for families and friends to enjoy both educational and extracurricular activities.
